The article describes the history and creation of the Clean Water Act, its accomplishments and where it still has room for improvement.
Speaker commented on "the courts, the EPA, and Army Corps of Engineers," noting that they "have been inconsistent in how they interpret the definition of waters of the US, or WOTUS, which has made regulatory compliance difficult locally and increased cost of state agency implementation of the law."
