Dominion Issues RFP for Up to 500 MW of Solar and Onshore Wind Generation Projects in Virginia
On October 24, 2018, Dominion Energy (“Dominion”) released a request for proposal (“RFP”) for up to 500 MWs of solar and onshore wind power supply generation. The RFP was released as part of Dominion’s plans to develop 3,000 MWs of additional solar and wind power under the Virginia Grid Transformation & Security Act (Senate Bill 966), which became effective on July 1, 2018.
The RFP is seeking proposals for (i) power purchase agreements (“PPAs”) and/or (ii) purchase of development projects by Dominion. A proposed facility must be in Virginia and have “Unit Capacity,” defined as maximum net MW (ac) output, of at least 5 MW. Bidders can submit more than one proposal for a single facility.
For PPA proposals, proposed facilities must propose delivery of Unit Capacity in 2020. For development proposals, proposed facilities must be delivered in a stage that is capable of starting construction in, or prior to, 2020, and of being constructed, interconnected and made operational by Dominion by December 31, 2020.
Notice of Intent to Bid and executed Confidentiality Agreements are due no later than 12:00 pm (EDT) on November 2, 2018. Acquisition proposals are due by December 13, 2018, and PPA proposals are due by March 14, 2019.
